The device has driver level options you can change, just like on WinOS.

If you mean that interrupt priority option that needs to be set to a highest, well, you'll have a better day if you just replace the kernel with a custom one or compile one yourself that has an adjusted kernel tick rate from 100Hz (by default) to 1000Hz.
If we talk about the receive/transmit buffers, they are kernel level buffers. At least they could be readjusted without the need of building a new kernel.

OP somehow misses the point even after we have "personal" computers for some 40 years. Only the handful of fanatics are "W user" or "L user" and pride to be so. The majority have no intention to use any OS at all -- but have some real life goal, like reading, browsing, playing music, movies, games, do work.
What magic makes that possible is irrelevant -- as long as it works.
When all those aimed tasks start to work on L (and within the amount of hassle the user tolerates), people will probably start switching. Currently it's still not happening despite MS works really hard to make every next W worse and more annoying.
It's a shame really, but it is what it is.

^ This is exactly what you want to change. This overall dictates how the device functions. For example Roaming and Power Level is usually around the Middle/Medium; you generally want the Roaming level turning down and the Power Level set to the max. Disable all power saving methods and if you wish, even disable other things, such as the ability to even bother connecting to 2.4Ghz SSIDs and just stick to using 5Ghz and/or 6Ghz along with setting the connection option to the max, such as AX so it's not jumping around between speeds (as long as the signal strength is very good) on a dynamic level.
Clicking an update button isnt a "game" or "time consuming" and I'm not sure what makes windows users think that.

Linux is great for what it is and does in the server space or even some advanced users, The moment I have to type something into a black box because the OS lacks a GUI toggle or configuration like its the 80s, Im just not doing it.
I have not found great guides that tells you what this or that does, just type this and that in, and it will do this, and that, and everyone has a different way of dong the same thing it can be frustrating, linux will never be for the basic standard user, no matter how you look at it, can disagree with me all you want, but until things are streamlined and point and click out of the box, Linux will always be the underdog in the consumer desktop land. It only took a company like Valve to make it sorta somewhat a thing with main stream and people are still putting windows on them things lol.

For people like myself who never had the time and only dabbled in Linux a little here and there since 2001, here we are in 2025 and I just still see zero point in Linux. There are certain PCs that might need it for certain scenarios. Like a Server. But for a Workstation or Gaming PC, LOL NO.
Instead of people complaining about this or that, they should be spending all of that time just tweaking WinOS. It's not hard to do. Instead of being a cry-baby about how certain things function in WinOS. Mostly everything in Win10/11 you can change easily yourself even the GUI looks and such. Why people act like WinOS is hard. Maybe if you are new to it, but then that can go for anything out there. Linux isn't exactly as straight-forward and so many seem to want to suggest. Much of what you need to do in Linux does rely on doing commands in the terminal to execute certain actions or to tweak the OS. So overall it's more of the same, just with a different look/layout.
It's worse then trying to switch from Android to iOS or vice-versa. Many good apps on Android aren't on iOS or have something similar available on said OS. Just an example but overall the biggest thing is, Linux isn't any easier over WinOS. If anything there is much more a user needs to learn with Linux and the overall way you go about doing something might differ depending on the Linux distro.
