Low FPS if I dont start CoD immediately
cod will throttle my fps heavily from around 350+ to around 120-170 but a super inconsitent framerate with 1% lows in the 60s, however it only happens when I either dont boot cod immediately or if i close it out and do something else then boot it again. i dont think its thermals bc ive looked at AMD Software during playing and cpu stays around 70 and gpu is well below 50. any suggestions? ive also prioritized the game in task manager but still no difference

Hm, I have a lot of questions for you. What kind of Call of Duty are you playing and get into problems with? What about your pc settings? AMD GPU or AMD CPU you just listed on thread not enough information about your system. Did you overclocked entire your system? Or did you updated drivers, Windows, the game? What was your in-game settings? Did you setup dual monitors?
Some cases the game got updates may caused the issue like Warzone or in-game settings changed after updates. Task manager not much benefits there maybe Steam set lauch option with threads better.

2 things.....turn off HDMI audio in device manager and set max performances in windows
Prioritization in Task Manager is not always a great thing to do.
