If you are using Defender, disable Core Isolation and Controlled Folders.
Why? I have never done so and never had an issue, (steam user for over 10 years).
im so so sorry but I do not, how would I do so? I tried running as admin and it became unresponsive like I said. Sorry again.

Run disk error checking.
