Hori wireless controller light works via usb connection but not bluetooth in Windows 11

Hi

I am new to steam. I have an old Hori wireless controller light trying to connect to Steam. Able to detect under Windows 11 via bluetooth and is able to test under Windows USB game controllers. It can be detected by steam as "Hori wireless controller" but is unable to respond with button and joystick movement when testing. However, it works when I connect via USB although it is detected as Xinput controller #1 in Steam.

Want to fix the connection with bluetooth. Any help would be highly appreciated.
