We are talking at least 25 to 30% faster on 4K if I remember correctly plus way more power efficient.
The VRAM is debatable I guess. Ive personally never exceeded 16GB of ram on 4K with games like RDR2, Cyberpunk (Path Tracing), MSFS2020 or Metro Exodus (RayTracing).
3090 vs 4080S is not even debatable if you ask me.
There's effectively zero reason to go with an RTX 30 series GPU at all over 40 series unless it's at an extreme discount and you can deal with the lack of VRAM on most of the product stack. 3090 is inefficient considering the performance it brings isn't special anymore.
in 4k an 4080s does about 90fps while an 3090 does 70 fps
so unless you can get that 3090 at a GREAT price I see no reason to go with the 3090.
if price is the issue :
the radeon 7900xtx (which performs even better than an 4080s but usually costs less)
and the radeon 7900xt (which performs right halfway an 3090 and 4080s might also be considered.

1440p 165Hz Ultra is mostly fine on 3090RTX
Yes newer is always better but if can get dirt cheap for 1440p why not
