So lets just skip the reasons why and go to the point.

i have a 12v car battery and cables and want to power on my 9V modem (tp-link)

Some said it will power it on normally, the other stated it will "fry" it.

Soooo which is it.

You need a step down converter from 12v to 9v if staying in DC.
i guess the 12v car battery will fry the lower voltage tp-link modem.
(a 12v plug fried a cousin's 9v tp-link router)
Ah so a converter is required ? I am going to get one soon, just wanted to check cuz a couple of people claimed it works insta connected.
I doubted it though
what is the power requirement on the modem? (in watts or amps)
look at the power adapter that it came with, most 9v adapters will be 0.1-2a

if you know how to solder and can mount a transistor to a heatsink, you can use a 7809 regulator

works from 12-32v and will regulate it to 9v at 1a max

hook it up like this and mount the back to a heatsink if its over .5a
if its over 1a, get 2 and wire them in parallel

.3uf caps are not needed, car battery is a good cap, and device should have some stuff to help level out voltage

if the modem needs 9vac, then you will need a 110/220v inverter and use the 9v adapter that came with the modem
