a wire rubbing on a fan can damage the wire and slow down the fan
I experienced this problem but with the stock i5 4670K heatsink's fan
There Was a big noise and the cpu fan cable few second later blocked the cpu's fan.
I couldn't remove the cable while computer was on, then i did a shutdown.
I had to unloop the cable, and put plastic rubber on it, there was copper wire visible.
Back to you:
If it's the gpu own cable:
You won't have problem with wire blocking the gpu fan the cable is usally short enough, and there is a wire guide.
But with time it may cut the cable and fan speed could reduce a bit..
And please do it while your computer is shutdown, i cut skin from my finger trying to stop manually a fan one day ;)
If it's anything else, lol good luck if you didn't fix it yet.
