cpu/gpu going over 90-100c can cause throttling
But you can try to eliminate it. If you still have the disk the card came with, go download this: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
Use it on AMD/ATI and completely restart your computer. Once done, load the drivers off the disk. Run a couple games, confirm all is fine, restart, try the same games.
If you have no issues, it "could" be AMD's beta drivers. I just looked at their download site and the first driver I navigated to was a beta. But, if the driver is the case, I'd find a actual production driver, no a beta, if it exists.
If no, you may want to ensure your windows is up to date with the latest service pack if on Win7 or make sure you have the 8.1 update installed. 8.1 can be a pain, I know, made the switch to. But there are fixes for most games and if you have screen sizing issues, disable DPI scaling for hi rez in the compatiblity tab.
Beyond that, you may want to run an elevated CMD prompt and run "sfc /scannow" and let it finish. Again, an 8.1 fun fact, you will have 1 file, I believe a .json file come back corrupt, don't worry about it, it is from a Windows update.
Hope that helps...If not, friend me on Steam and I will help more, I don't follow threads I post, too many messages...
