Are you using onboard or dedicated graphics? If dedicated, have you tried removing the graphics card to see if it still does it with the onboard. Are you using DVI, VGA, HDMI what? Have you verified that the cable ends aren't damaged like pins bent or broken off.

If you have a spare monitor have you tried swapping out to see if it's the monitor. I usually keep an older monitor from my older system lying in a closet and use it when I help others with PC issues.

Do the red dots appear on screenshots? Artifacts on screen can mean GPU problems, or an unstable overclock.
If you're using VGA, try a digital input and see if things go back to normal.
Yes this ^^ as well changing inputs..

also i just switched my game to windowed and it works fine now....except for i can see the window, so its only a problem in fullscreen view
If dedicated, can you tell what model GPU it is? Right-Click My Computer Icon on the desktop select Manage and click on Device Manager. Then on the right window pane click the Display adaptor drop down tab and see what GPU you are running.

If it appears in Full Screen and not Windowed; uninstall your GPU Drivers and try a different version.

Use a digital connection between GPU and Display if u can help it. With VGA u will have to re-align the screen every time u change screen res or refresh rate.

If you took a screen shot and you don't see the problem in the screen shot image, then the problem would be with the monitor or the video driver having conflicting issues utilizing full screen.

Try using a different monitor on your computer or try using that monitor on another computer to see if the problem follows the monitor. You need to pinpoint if the problem is strictly hardware (monitor) or if the problem stays with your computer (most likely software).
