USBs inactive while PC is off.
Alright, this might sound weird and/or dumb but whatever.

When my PC was Windows 10, I could plug a USB device in to charge when the PC was powered down; either Standard USB or C.

As in, I could have my PC powered off and then plug in my phone or some other device and it'd charge.

Since updating to Linux it doesn't do this anymore. I have to turn the PC on to get things to charge

  • First; why is this behaving different. I'm genuinely curious.
  • Second; is there a way to make my PC go back to being able to charge devices while it's turned off?

check bios settings
disable eup/erp so the board will power usb devices when off

Most PCs let you change how this works in the BIOS settings. The default action will be different base on the Motherboard you are using, and sometimes even the version of the bios that it is running.

Sometimes there is a setting in Windows that overrides that.
Goto your motherboards make website and lookup your board. Usually under support and download the drivers ( usb )

drivers wont do anything while the pc is off

its a bios setting, eup/erp that when enabled turn off the power to devices to lower its standby/sleep/off power usage
