Otherwise you would need to do it by copying the modded game into Steam Library on other PC, then on that PC launch Steam and then click INSTALL for said game, picking the same library where its files now exist, then let Steam verify it. However it will redownload any game files that are not original. But when all done, simply re-copy the modded game over to this PC again and over-write all files.

Thanks. I figured that's how it works. But my understanding however is what when it comes to saves, those have to also be manually backed up from the previous computer, since they're in the "My Documents" folder. Is there any issues also with backing up an old game like a modded THPS3 from my old PC and just copy/pasting it on the new one, even though it wouldn't be "officially" installed (basically going through the setup proper like non-Steam games normally would).
You can easily backup & restore your non-Cloud backed up saves via free app called Game Save Manager. Install it, launch it, let it scan the PC for games and saves that have those saves already. Then you can select exactly what you wish to backup and make that backup. Then install and run this app on another PC and copy over the backup file GSM app made, then use the restore option instead and select that backup.
All Steam Games can easily be restored that way. It's the way I've done it on tons of PCs that have Steam games; since 2010. I just did it the other day for a family member for GTA5 and RDR2; no problems. The pain is the time it takes sometimes for Steam to complete the verify process. But aside from that not a big deal.
Even EA and UBI game client games can be restored that way by simply copying the game from PC to PC. Then on the new PC, ensure the game does where the Client expects it to be. With EA and UBI this can be a bit tricky because the client itself only allows you to select one location; where as with Steam, it supports multiple locations as once.
That's if you just have your Steam games in that default location.
It's not going to help for Games on other drives.
Unless you copy / edit the libraryfolders.vdf file which tells Steam where all your installed games are location exactly; such as Steam Library on another Drive for example.
Because you have to configure the settings and exit the game first.
As it would have to create those files in places like AppData; all games have to do that.
METRO Exodus would also be that way because it hasn't create the GPU shader cache yet.
Anytime a game is newly installed a PC you need to launch it, configure it, then exit it and relaunch it again. That's normal.
Digital games = just files; there is no such thing as an install process; unless you are talking about something like an off-line installed from GOG.
Where as copying SSD to SSD from PC to PC wouldn't take long at all.
Besides, we're talking about copying over a game like GTA. Games like GTA that have been modded, require that you would mod the actual game files; not just attach mods for the game to load in. Hence the whole good reason to want to copy over the entire game.
