Both have fast CPUs, but the first one has a faster one (and the fastest for gaming that exists right now).
Likewise, the first one has a faster graphics card (albeit by only 10% to 15% on average), but if you're actually after a "I don't want any upgrades before five years, period" then the more important part than the first graphics card being a bit faster might be its bumped VRAM capacity. We're definitely in spot (and have been for years) where 8 GB graphics cards can hold you back. 12 GB isn't a concern... right now. Three to five years though? Best case scenario is its fine, but if not then the 25% extra VRAM works towards your ideal.
In reality, neither graphics card is anywhere near the fastest, but if you have to upgrade anything, the graphics card is usually one of the easiest to do (though airflow and PSU limitations might come into play).
The first has 850W and the second has 750W. On that alone, the first seems more able to take better upgrades, but I don't see further information on what PSUs they are. They just list wattage (but the first goes half a step further and claims all that power is available on the 12V rail, which is a good sign).
The first is definitely better on hardware alone, but I'm honestly sure if it's $700 better.

I don't think it's worth waiting but it's worth to check if you can pick and choose your parts and ask microcenter if they can assemble it for you. It might come cheaper and better balanced. You can buy Windows key online for less than $10.
But 9800x3D + 4070Ti Super 16GB is a very nice setup that should last you a good time.
