NVIDIA will support some of their new software technology even on their older RTX cards. But not all new stuff. Here's their official chart:

Drivers might often be released every two weeks, but you probably shouldn't read too far into deviations.
They are launching the 50 series cards so that might be driving the disruption (if there is one)
they will add new features and improvements for the latest gen cards
