use dxdiag to see what the intel hd/uhd dx limit is
*or it might be a ryzen or amd igpu on it, that would also limit as they are used together

The game isn't going to run at all unless you're able to get the game to run on DX11, if that won't work then you're going to have to use a machine with a GTX 1000 series card or newer
Minimum requirement is a 6600K which is a 4 core 4 thread so you can get away with an older i7, they can be found in a lot of old refurbished desktops, mostly office machines, aside from that it's just a matter of finding one with a 500W power supply (or a machine that will support a PSU upgrade, many machines have proprietary hardware that wouldn't) so it can run a 1060
All in all you could get a machine that works with the game for less than 200
its not just a dx limit, but vram and cpu/gpu limits also
In Winfows Graphics Settings click Browse and add game related EXE to that list, then change its Options to High Performance GPU
It's a 950m he has so it's a laptop which won't be upgradeable.
You would think it would start tho and play ok to some degree at low settings, some games (rare tho these days) but on laptops can have a rare thing of using the onboard gpu as default. Happened to me on wreckfest on my old 6700HQ/1060 6GB laptop. (can change it nvidia control panel)
it didn't stop it starting tho but it was just bad!

950m Is dx12 so the game should start, weird. I say he has to start with a full driver uninstall with DDU and go from there.
if its an older intel with hd igpu, it may be limited to dx11

So my best guess (since I can't test this further in person) is DX12 games of any kind simply will not be able to run on such a Laptop unless it has AT LEAST Intel 10th Gen CPU (if we leave AMD CPUs out of the equation of things)
DX12 Games CAN work under Desktop GTX 9xx series GPUs w/ Win10 64bit minimum; however because of how the GPUs work in Laptops, it's more complicated with regards to that.
950M is bottom of the barrel weak GPU anyways and is generally only good for low demanding DX9/10/11 games anyways.
It might be possible to work-around this issue for some Single Player games using/injecting DXVK into the game so that it forces the game to run off Vulkan API instead. However that's still going to be hit/miss with such a Laptop as that.
