you can disable steam input mapping for the game
game -> properties -> controller tab
but steam input is always enabled for remote play games
and with steam input disabled, any local controllers are passed to it from windows
you could use a usb switch box to turn off specific ports

I have two users on my PC playing on different monitors, one playing non-steam game and myself. I was looking for ways to disable controller input on a specific game so it does not interfere with my gameplay.

(I have been planning to try this for some time, but haven't got round to it yet!).
It's also a recommended component of DS4Windows, which you would need if you are using a PlayStation controller. All in all, it is a trustworthy app, as is most of Nefarius' stuff from my experience.
This worked as well, additionally I was also able to figure it out through SpecialK as well.
It also has some optimisation tweaks for some games and HDR improvements for I think all games.
