5900X isn't even worth it for Gaming. 5800X3D would be the best choice for AM4.

Probably should've included that. I use both gsync and vsync. Since my refresh rate of my monitor is only 165, I cap my framerate too at 163. This is all done in the nvidia control panel. I always turn off settings dealing with sync in the game and let the control panel do it instead.
For example, I use msi afterburner and rivatuner and enable the performance metrics. I have it set to a hotkey so i can toggle it on and off if I feel like it. When you hear the wine and see the stutter look at the values and see if you can spot something.
You might see a drop in clockspeed or see a spike in temperature. This is going to be very useful here. To me it sounds like your gpu is throttling.
No, I seriously doubt it. Ive had a 3700x before and they slay any game out there. I never had any stutter only with the ftpm stutter that was fixed in a firmware update..
Hey wait a minute, is your firmware updated? That would definitely cause ftpm stutter. Yeah I forgot about that. You should investigate the ftpm or update firmware.
You might get different experiences while capping the fps in msi afterburners riva tuner vs other methods.
turn off the overclock and if your monitor has some kind of overdrive use the default setting for that as well.(somewhere around 50-60% on the overdrive is normal) and for the record not all monitors are created equally some hate certain hz try locking it at 100-120-144 ect.
more likely than not your problem liies in the monitor.
I think you mean just Hz ;) I don't know of any monitor that is refreshing in the GHz range 😂
Also, yeah a lot of "165Hz" monitors are actually 144Hz panels that are being overclocked to 165Hz. Try turning off the overclock in the monitor menu and setting your refresh rate to 144Hz.
This is what I was referring to. This is what caused my stutter on my 3700x. Updating the firmware solved the issue for me.
The other solution is to equip a tpm module.
When the stutter happens, the graphics card momentarily isn't producing as many frames/working as hard, so the conditions causing it to coil whine aren't present.
As for ideas, as some others have said, make sure your BIOS is up to date. I had a 3700X and never had stutter issues but there were apparently known causes to it.
Another would be to play with CPPC and see if it changes anything (if not, I'd recommend leaving it enabled).
I believe that the 165hz rate is the native for my monitor model, I have a omen 27i. On it, I have only the adaptive sync enabled so I can get the smoothness :P.
It's hard to give a definite answer here because varies, only see the clock speeds drop. Sometimes it could be cpu only, both cpu and gpu, and sometimes nothing at all. Sometimes my hardware is pegged out and MSI tells me I'm getting a constant fps but there are obvious dips.
