2. Under “Preferred languages”, ensure that English (United States) is at the top of the list.
3. Click on “Options” next to English (United States).
4. Make sure that “Set as my Windows display language” is turned on.
5. If it’s not already installed, click on “Download” under “Speech”.
6. Restart your computer.
If that doesn’t work, open the Command Prompt as an administrator and enter the following command: "DISM /Online /Set-DefaultUILanguage:en-US". This should set the system display language to English (US) and override any incorrect language settings.

You mean the lack of it? Cause if you have TPM 2.0 and not 1.x then Win11 should normally install just fine
When it comes to Drivers, there is no general differences between WIn10/11 in that regard, they are same exact driver packages. For example go on NVIDIA website and go to where you can pick a driver, regardless of picking Win10 or 11, it's the same exact driver package.
Now if you pick Win7/8, then you would get a different package entirely, even if you comparing the same exact Driver Version. On Win10/11 they will differ from Win7/8, but the 10 vs 11 driver is not different from one another; it's the same.
Win 10 vs 11 use the same DCH method for Drivers. Win7/8 do not use that.
"DCH" stands for Declarative Componentized Hardware, which refers to a new type of driver package designed for Universal Windows Platform (UWP) based editions of Windows. As long as your WIn10 is 64bit, it relies on DCH Drivers, just like Win11 does.
For some things you can even use older Win7/8 Drivers; such as for LAN/WIFI if no newer drivers exist. Like in the case of older hardware. However if your PC lacks a proper driver for the GPU, it might not be able to properly support 3D Hardware Acceleration under Win10/11. Which is why I do not recommend that folks install Win10 on a device (such as Laptop) that has Intel GPU older then Intel HD 4xxx series. And for Win11, nothing older then Intel UHD 6xx series. However if you are using an Ethernet or WiFi chipset that lacks at least a Win10 64bit Driver, it should be replaced anyways because that basically means it's so old it lacks more modern protocols for both connectivity as well as security.
