Unlocking in-game framerate.
I've been having some extremely annoying slow motion issues in a particular game. There is an option to set all menus and character select to 120fps and things get smooth af but the regular gameplay is locked to 60fps - when everything is all blurry.

My monitor is 75hz but the tool that I've been using for 5+ years (AMD Adrenalin) is unable to force the framerate to go beyond 60fps, even if I set 75 minimun.

Now I had issues with Afterburner and Riva Tuner absolutely refusing to work after an update, no matter what, in the past and since then I haven't used any for a long, long time. I don't even know if it's possible to force the framerate to 75 with them, which corrects the annoying slow motion blurry glitch.

Any ideas? I appreciate all the help.

Nobody helps there. Waste of time. And I heard people playing it at 144fps.

The game is Street Fighter 6. Matches are locked to 60 frames. Vsync set to on or off doesn't help at all. Animations look blurry and slow at 60fps. Everything ran smooth until yesterday. And motion blur is already set to off so it's not that. Messing around with all in-game options doesn't help. It's definitely a glitch.

And setting my monitor to 60hz (which in theory might help) makes me get black borders all over.

You better keep the framerate at 60 in such case. You may use VRR or set display refresh to 60/120Hz if you struggle to get smooth motion.

I fixed it, guys. My monitor configuration was all ♥♥♥♥♥♥ up for for God knows why. I fixed the border issues by messing around with the reolution directly from the monitor and then I upscaled the image with Adrenalin to get rid of the black border and now everything is smooth again. Yes always check Monitor presets and settings because many new TVs and Monitors might be set from factory in DEMO mode for retailer display purposes. And not each preset is the same. Check for things like Timing, DP Version, Refresh Rate and OC, GSync or FreeSync, Motion Blur Reduction, Black Levels, etc.

On modern screens you have many colors you can change/modify along with not just brightness and contrast but also the level of black.

Leave HDR off in OS if you want the Monitor side options to apply and also for higher FPS
