Anytime I buy a newly released GPU, I do it locally. Online is too iffy for brand newly released GPUs due to bots suking them up quick.
This is why Sony did what it did with re-stocking the PS5s on their own store-front and requiring users to have already had a Sony PSN account for a certain minimum period first. To negate the bot issues. NVIDIA did something similar with a queue system on their website.
AMD unfortunately doesn't sell GPUs directly to consumers. So you have to rely on 3rd parties and retailers. If can't get one right now, they should be re-stocked later this month. If outside a major Asian country or USA; good luck. Even in USA I couldn't get one quick enough, had to have a friend in UK grab me one.
That depends entirely on what they paid, but, yeah, if it approaches 5070ti price... You should go for that instead.
The 9070/xt seem to beat the 5070 (that's really a 5060/ti), but they aren't really a good match for the 5070ti.

For 1440p and 4K it's behind 4070super and 5070 for ray tracing results.
With scores in ray tracing at avaerage 15fps in Black Myth: Wukong and 17 average fps in Indiana Jones and the Great Circle this is truly a next gen GPU ♥♥♥♥♥.
Not even accounting results with DLSS or frame generation that would be unfair for Radeon...
If you can also get 5070 at MSRP or a 5070ti at MSRP for just $150 more then this is a more interesting and future proof investment.
They are already scalping the prices for the 9070 XT and they will increase the MSRP soon from what I've heard making it an even worse purchase.
