Playing Path of Exile 2, it's playable but I wish to have more stable frames
and maybe play at 80-90 fps on medium graphic settings consistently.
I have a i5-10400f and a Radeon RX 6600, do I need to upgrade my CPU or GPU to get to that?

Get MSI afterburner and check your GPU utilisation.

If it’s constantly at 99% then you need to upgrade the GPU.
If it’s constantly below 90% then you need a better CPU.

If it keeps changing between 99% and below 90% constantly then you need to upgrade both.

My RX6600 plays PoE2 with no issues. I think you need a better CPU. The 10400F is pretty weak in 2024.

what specs do you have?

My cpu is a Ryzen 7 5700X. With 32 GB ram.

Alternatively to C1REX's suggestion you can install and use PresentMon[game.intel.com] to get much more specific data on where your system may be limiting things.

If you look at the frame time graph you'll want the average GPUbusy line to be as close to the average frame time graph.

If the average frame time graph is higher than the average GPUbusy line then your CPU is a bottleneck

If the average GPUbusy line is higher than the average frame time graph then your GPU is a bottleneck

EDIT: Also, if you haven't already done this; in PoE2 settings try switching the renderer to Vulkan rather than DX12.

Sup dude! Sorry for bothering you again, just wanted to ask if you could share with me how the 6600 is handling PoE2? You mentioned it's running with no issues, but do you mind putting it into perspective for me? How are your overall FPS and how are your FPS in crowded battles with lots of mobs? Do you experience sudden frame drops? Would appreciate if you could answer me, since you're using similiar specs to what I'll be using, since I wanna upgrade my mainboard and get me a 7500F/7600. Sorry for the lengthy message lol.

I have a RX 5700 which I believe is roughly the same if not slightly inferior to a 6600
Paired with a Ryzen 9700x I get a rock-steady 60 fps on 1440p mostly High settings (I think shadows are low). I actually got 100-120 but it would sometimes dip down to 80ish when there were a lot of crazy effects on screen and I'd rather have a consistent 60 rather than a usual 115 that dips around so I just locked it at 60.

Moral of the story: Upgrade your CPU.
Doesn't have to be the new 9XXXs or even AMD but it seems that the CPU is probably your limiting factor.

Yup, figured that! I heard great things about my card and think that it has been bottlenecked since I bought my PC by the CPU. I thought about going for the Ryzen 7500F/7600 since it fits my budget roughly (I have to change my Mobo, fan and get new RAM sticks - 2x 16gb - to upgrade my CPU). Do you think it will be an okay boost of performance from a i5-10400f with 16 gigs RAM?

Yeah I'm sure that would be a pretty nice boost from what you have now. I don't know much about the 7500f but the 7600 seems to be a fine CPU. The 7-series in general had a lot of great CPUs, so great that people consider the 9-series disappointing since it didn't improve upon them that much.
Maybe someone else could chime in.

FYI: Not sure if you live anywhere near one, but Microcenter has some nice CPU+MoBo+RAM bundles that you should consider. Ends up being a pretty good deal compared to buying the parts individually.

Man I wish I had a Microcenter near me lol, bundles like that are always a cashgrab in my country
