What you have listed which I assume have nothing else that need wattage plus RTX 3080 added is around 600 watts what pointed to, also the PSU can draw MORE power above what it rated for, doesn't mean should be doing so, but when that happen it depends on the TIER of PSU you get or more the design, and quality parts used that matters as doing overload if happen to use more than 650 watts.
Whenever plan to build a new PC, always AIM higher at least 750w or higher if plan to go for high end hardware that uses a lot of wattage, otherwise only focus on mid range if aim at mid range this way waste less money without having to rebuy things to spend more in the long run.
The 7800 XT should be ~$500 area you're asking, and uses less power than RTX 3080, so IMO this can work with your current system without needing change PSU at all.
