Problems with download speeds on Xubuntu 14.04

I've recently installed Xubuntu 14.04 and I'm having trouble with download speeds. On my Windows 7 partition I get around 7.5 Mb/s on Xubuntu 14.04 steam says I'm getting around 750 Kb/s. Anyone know what is causing the difference in speed? I'm not running anything other than steam at the moment.

Do an Internet speed test in Windows and Linux. If the speedtest shows up the same, then it's the content servers you're downloading from.

Same on windows and Xubuntu. It also says disk busy sometimes when I'm looking at the download. So that might be the problem.
