GPU upgrade for my HTPC build?
Well, I'm giving tips left and right, but now I would like to hear some tips myself, cause so far I see that very reliable people post here.

I built my PC 2 and something months ago as a HTPC used mainly for watching anime & working in Photoshop and for occassional gaming with this build:
MB: ASUS P8Z68 V-LX
CPU: i3 Core 2120
RAM: Kingston 8GB 1333
HDD: WD Green 1TB
Case: Coolermaster Elite 332
CPU Cooler: Coolermaster Geminii M4
GPU: ASUS Geforce 450GTS fanless
PSU: Corsair CX 430W
OS: Win 7 64bit

Now as I started to have more games on Steam, I would like to get a better GPU, but only if is a really quiet one, best when the fan lowers to minimal rpm or even shutting off when idle. My current build has 8dbA when the system is idle and doesnt goes over 25 even under load.
So I would like to have something with similar stats.
Is a fitting candidate currently on the market or should I wait for the Geforce 800?

Geforce GTX 750 or 750 ti. Unless you get a beffier psu, that is the best to get.

Well, about this. I heard about a few who purchased the Gainward, EVGA and Zotac version of those cards and thought that they have put a starting jet into their case.

GTX 750 should be ok...but afaik there's no fanless version yet...Do you really need to upgrade ? You won't get much performance out of that rig. Also, WD Green is the slowest one of WD harddrives. I'd recommend getting an SSD and having that WD Green drive for data storage

Get an Asus DCII dual fan version. That is a pretty quiet cooler. It can keep the card cool at lower RPM staying quiet. You may need to look for a single slot version if that's all the case can take.

Tomshardware did a review of themselves building a fanless 750 with an amd heatsink.

However the heatsink was HUGE. So no go for mini itx builds.
