will it play, yes, but will it hold 30+fps, most likely no
for a new gpu, what kind of budget do you have?
if you can find a used gtx550 for cheap (under $50), that will run it
else, any new gpu $100+ should be fine (7750-7790 or gtx650+)
Yes you can most likely run it at lowish settings. also depends on resolution.
Lowish settings meaning 10-15 fps max with all graphics options turned off. Quite honestly it would look and play like sh.t.

is there a graphics card that can run the game and is compatible with low profile cases?
because at this point im going to have to cancel my collectors edition T_T (i was reffering to placeholder specs which said my PC could run it until they changed it recently).
This is textbook example of PC that you should avoid like plague.
It's basicly meant for browsing internet and wordprocessing, office PC of the worst kind and absolutely not meant for gaming.
My advice would be to start saving for new PC and this time get a proper gaming PC.

not sure how to tell if that will run it, at this point am ready to give up and start looking for a cheap PS3.

Yeah, that would work, didnt know about the low-profile GTX 750, must have been just launched.
Then again PSU and GTX 750 would be like 1/3 of the new $600-700 PC price already and swapping that mini-PSU in that mini-case is probably not gone be very easy.
Another option would be to just get cheap bigger case and normal-size PSU with normal-size GTX 750 and move all your PC parts into new case:

That would be maybe too complicated for beginner though who doesnt know much about PC building and it would cost pretty much same as first option.
The PSU is a "xpower gtx light 480" according to the sticker on the side (not sure how good that is)
As for moving everything into a bigger case we do live near a local computer store which does repairs etc. (not much how much that would cost though).
