It doesn't works like that, because I disabled all of the power saving options + switched everything to max-performance. I think lack of description on my part caused some misunderstanding.
During full usage; my voltage switches between 1.360 and 1.368. I checked it during SmallFFT/Torture test for 24 hours. Also, it is fixed voltage; it doesn't go under 1.360, even if I am idle on desktop.
1.320 means instant BSOD with Whea_Uncorrectable_Error.
Everything is fine for a normal shutdowns. If I lose power somehow (power outage/removing cable from extension socket); only CPU voltage gets back to factory default status.
I thought so, but only CPU voltage resets itself to default.

I don't have many of those voltage options, I've different motherboard than that.
Internal PLL Overvoltage: Enabled
LLC: Ultra High
CPU Manual Voltage: 1.355
CPU Current Capability %140
CPU Fixed Frequency: Auto
CPU C1E, EIST, C3, C6, Package support are disabled. My other settings are same with these screenshots.

My mobo is Maximus V Extreme, but BIOS looks same.
Edit: I can post all of my BIOS settings, if you want.
Problem is; it never reaches upper limit after power outage. It only stays between 1.320 - 1.328(LLC Ultra High), 1.280 - 1.328 (LLC normal). Without a CLR CMOS; it is impossible to set voltage back to it's working condition. It should stay between 1.360 - 1.368.
It is the latest one. V1903.
