It would fit in either ATX / Micro ATX. If you're going for a gaming PC then you may want ATX.

It just needs PCIe x16 slot on the motherboard, PCIe 2.0 or 3.0 x16 will both work and are both compatible, it supports both.

As long as it has the PCIe x16 slot you need not to worry about the size of the motherboard. Any size will work. Any one at all.

However you DO need to worry about teh size of the case. Make sure it has enough speace for a graphics card of that length. Also make sure your PSU is strong enough.

IM guessing that PCIe stands for PCI express and does it matter if it is gen2

Yes exactly.

However it does have to be a "x16" slot, regular PCIe (x1) may not work as it's a shorter slot.

Its says Its requierd to have 800 wats but doesthat mean it needs a 800 wats PSU or do I take all the other components into consideration because the graphics card requiers the most power out of everything.

800w PSU, the GPU probnably takes not more than 300w.

what brand/model power supply
just because it says xxxW, doesnt mean its a quality power supply

and putting the r9 280x in a fm2 board will be a huge cpu bottleneck
why put a $400+gpu in a $150 cpu/mobo combo?

powercooler isnt a very good brand
(few made by cwt are ok, but most by andyson/toppower need alot of help)

if it has a 110/220v switch on it (not active pfc)
or 80+ rated, look into a better power supply
