Power consumption of GTX 660 is quite low and it needs only one 6-pin power connector.
As a alternative there is the HD 7850 2GB for $155~

Please note however that this GPU requires 2*6 pin connectors instead of just 1. I just mentioned it because it's in your price range and you have a 650w PSU that should be able to handle it so I'm not sure why you bother to limit to one 6 pin only?
I personally would stay away from the GTX 750 ti for a desktop gaming rig. The GFLOPS gap between it and the GTX 760 is too great, 1300~ vs 2200~ and also 1300~ GFLOPS is less than either the PS4 or XB1. Even if Nvidia has some performance magic that goes beyond it's technical stats I'd rather play it safe and get something with better stats than the consoles or as close as I could afford.
The GTX 750 ti is a great solution for a low power computer (it's only 60w with the highest GFLOPS per watt available) with NO 6 pin connector at all since it doesn't need one.

How this runs so against the stats (as you point out) is quite surprising but the proof seems to be there! I haven't read that review in full yet, but several of the games favour the 750 Ti over the 260X
For current games they certainly seem to hold their own. I'd wonder where that goes though as next generation console gaming and higher resolution monitors really become standard and PCs are made to match or beat them. Maybe then maximum GFLOPS count for something?
The review ended saying that the GTX 750 ti and GTX 750 were behind the R7 260X and R7 265 in price / performance ratio but that they really hit the HTPC and OEM upgrade spot.
They are good trouble free overclockers though. Much like the HD 7790's.
