the GPU & RAM are fine for now but i'd want to upgrade them within about years time. im gaming just fine w/ 8GB RAM but ready to upgrade any minute if a partic title will get a boost from it... GPUs i like to stay up to date on, but thats expensive.
overall tho that looks like a nice budget gaming pc. again main thing to really research would be the cpu, b/c those are a ♥♥♥♥♥ to upgrade. if you go AMD it might even save/free up some money.
if the mobo is a standard atx/m-atx it will have dimm slots
so-dimm is mainly used for notebooks (there are a few desktop itx boards that use so-dimms)
the asrock z77 extreme 4 uses standard dimms
find a 2x4g 1600+ cl9- 1.55v- ram kit for it
many kingston kits are 1.6+v
1155/1150 boards need 1.55v or lower dimms to work properly
they can use 2x 1.55+v dimms but they will cook the imc on the cpu, and the cpu will no longer be able to run 3-4 dimms in the future
What I would recommend is an AMD CPU (6 core or 8 core), and either a new GTX 700 series or amd R9 series GPU.
they overclock very well, even at 4ghz it will stomp on the 8000s at 5ghz
yes the gpu will be the choke point, but the 7850 is around $100-120 and gpu prices drop the fastest
he can grab a 770 or 7950/r9 280 when they come down or when he needs a better gpu
Would you rather have, say, 45 FPS in BF4 on high or 70-80 FPS in BF4 on Ultra?
get a 4670k and socket 1150 motherboard. ivy bridge socket 1155 is no good anymore.
also you got laptop memory you need desktop memory.
ivy bridge cpus is third generation i3 i5 i7 cpus last gen socket 1155 no AVX2 support and FM3
haswell cpus is fourth generation i3 i5 i7 latest socket 1150 with AVX 2 support and FM3
Hold on, how can you say "no good anymore" when Haswell is only achieves 3 FPS more or whatever than the equivalent Ivy chip. So I guess that makes the Sandy Bridge 3960x rubbish too?...
I like your top build. It seems fine to me other than the RAM which I think is for laptops. :)

You can put together something very capable of playing what you want for even less also if the budget is tight and you'd rather save as much money as possible. You might have to replace it a bit sooner and be willing to turn down some settings or something a little before you would have to with the nicer buildI recommended here. Also if you want to spend more money and get something nicer than I recommended here then there are also some nicer builds that I have for up to maybe $1500~ to $2000~ though those are not kept as current or updated as often as the cheaper ones which I recommend to people more often.
Take a look at my other builds with console replacement gaming rigs starting at under $450~ after rebates and discounts.
