Do you have a second monitor to test, the eliminate possibility of faulty GPU? Or even a TV with HDMI?
Everything worket fine on the old card
Try with single monitor first.
Oh, um, just take it out and put it back in. Unplug it and plug the connectors back in. Just to make sure it is installed correctly :)
Whilst chatting with my new friend after his invite, we tried:
Monitor 1 and 2 = LG and Philips, some 21.5 inches??
1. DVI-I to VGA to monitors 1 and 2.
2. DVI-D to HDMI to monitors 1 and 2
3. Tried changing video input signal in monitors unsuccesfully as OP only seems to be able to change the language settings, for some reason.
4. Established that GPU is seated well and gets power as its fan is working. Both PCI-e connectors plugged in.
5. Reseated card.
That's as far as we got. OP still has no input signal.
From conversation also, he has reseated the heatsink on CPU and replaced the graphics card recently due to overheating.

PSU: Corsair GX600
it could well still be a faulty GPU, i used to have a bricked 560ti that had 2 green leds on 2 6pins, and the fans would run but there would be no display. this is something to do with a faulty gpu core that has no fix
We then established through POST beeps, that something was wrong with CMOS.
We then reset CMOS.
Same issue.
I advised it could be the motherboard, RAM or PSU and suggested to take it to a shop.
OP is desperate for suggestions though xd (you should see my chat list).
