vga can pick up interference fairly easily, if the cable is running close to the 110v power it could distort the image like that

and move yoru vga cable away from other power cables
psus with the switch for 110/220 are an old design and not very good

Try forcing Vsync and triple buffering from the Nvidia Control Panel.
Nvm i did it, I'll test this
Nvidia CP -> Manage 3D Settings -> Global presets=base profile -> Triple Buffering=On & Vertical Sync=On

My monitor doesnt have any other port other than VGA
and this monitor hasnt had this problem before..
