is it worth upgrading 8086k to i7 13700k?
currently I'm using the 3080 and i7 8086k but lately i've been thinking about upgrading to the i7 13700k because its about to release. how much of a noticeable difference would it be for 2k gaming?

Frame Chasers' review of the 13900K showed that it was barely faster than the 12900K in games. I don't think Raptor Lake is worth waiting for unless you want the prices to drop.

This, I think the real deal is a second hand 12th gen for a knock down price, If all you want it for is gaming.
Is it worth upgrading my Core 2 Quad Q9550 to i7 980?
Just a little joke and also my point is that as long as your PC works normally and runs games without any issues, you don't really need to upgrade...
My processor can run some pretty demanding games up to 2015 year,
I am being limited by my 1GB Graphics Card and outdated drivers.
Think about what is your processor capable of compared to mine, which is from 2008 :)

My 12th Gen 12700K might be worth a pretty penny since it's a first batch processor with the AVX-512 units "accidentally" left intact.

Means nothing for gaming, and really if it's multi-threaded performance you're after and also need AVX-512, you're probably better off with a 7900X or 7950X (or the lower end SKUs if you don't need 12+ cores). A properly tuned 7950X would just bulldoze a 12900K, which it should given the cost of the CPU and platform.
