Yes, their promises of privacy and data security are a scam. They are promising something they can not give you.

A very popular vpn provider, Windscribe, suffered a data breach recently. In my opinion, you would have "better" luck with a subscription/paid service but read the fine print and look for legit user reviews.

Not only that, it makes your connection slightly slower because it's taking a different route for data to go from one point to another, slowing the rate at which information is transmitted.
Privacy and security through VPNs is an outright lie, because in many countries your ISP can still see and track everything you do, and in other cases, your VPN provider could be mining your data just to sell it to other companies, including your ISP if the VPN stops them from tracking you. There are exceptionally few cases where a VPN can help with privacy and security, and even then, it's rare, and in some cases, it's not hard to get around it.
VPNs are just as stupid as companies like Nestle bottling tap water and selling it back to people as if it's a necessity, which it only is in cases where the tap water isn't safe to drink because of toxic materials in the water, but yet the bottled water industry is massive in the developed world as well because of convenience and ignorance. People will always be dumb enough to fall for crap and buy things they think they need because marketing tells them so.

You can use a sandbox to delete stuff automatically after exiting.
Also can't sign into windows either. And even with no sign in they can cross reference stuff including your habits and preferences.
Theres also hidden protected files like $ files.
You shouldn't be using Windows at all when privacy is important.

And ISPs can't get through in all countries, but they do in the West. They just can't do anything with the information without breaking laws and having their company's reputation completely ♥♥♥♥♥♥.
Unless you live in the United States and make use of a network beloning to one of the national monopolistic ISPs (Comcast, AT&T etc..) I wouldn't worry about your ISP milking you for data.
A VPN or similar method such as Tor would completely prevent them from tracking anything hugely meaningful other then that you are always using a VPN or Tor.
I would worry more about the websites you visit and all the third party crap they are loading. A good ad and tracker blocker will get rid of most of that. Firefox set to strict privacy mode will agressively block third party content and negate most spying.
Surfshark is a possibility and it's free. I'd just read up on it, incl. legit user reviews.
Overall the only point I see in a VPN is to allow me to fake my region so I can watch Shows or things of this sort that might be regional-based.
All a paid VPN does is you willingly selling your data. A VPN can also slow you down cause your traffic has to jump through more hoops from point A to B

You can use the Tor browser to cancel out cookie tracking and other nastiness. Or use a script blocker and set your browser to remember nothing and clear the cache on exit.
