Windows Defender Offline Scan Seems To Not Be Working
Instead of 15 minutes it takes less than a minute untill windows restarts and I can log back in. Windows defender also seems to not acknowledge the scan as having happened.

I get no error messages or anything however.

So if there an issue and if there is how do I fix it?

We re cut out of Defender due to extra measures . So , i would install another antivirus for a while and then uninstall it , which will make Defender to reinstall . I like Avast , if you prefer another ok . Its less painful. Windows Reset could help but also could cause the need of reinstalling software -very unpleasant .

It s not an ordinary application . You cant simply uninstall it from Options->Apps . You cant simply disable services of Defender . We re granted no such access .

Have you been slowly upgrading the same Win10 install over a period of years? If so then please do a clean install of Win10 64bit 21H1, then shouldn't have such problems.
The logs are buried kind of deeply. And in my case, they don't seem to contain much info about the scan at all. I think it's because I have the system clock set to UTC and RealTimeIsUniversal set in the registry.

Um no Ive not even had this laptop for a year.
Oh its a Laptop? Thats another reason to do it. Should do that from the start of wiping out the drive 100% and do a clean install of Win10 64bit from your own self made USB flash drive.

I did just that infact. I bought an SSD and have been using an SSD since. A month after I purchased it. But I did it via um one of those transfer tools. I have both the hard drive it came with and the SSD I bought still installed in the laptop.

Why?

Do a clean install where you wipe the drive 100% and then clean install the OS.

Aight I guess I shall do so. Many thanks.
First make your own USB Flash Drive (8GB minimum size required) and insert into the PC the way it is now. Download the "Download Tool Now" to C Drive from the official MS Win10 website. Then run the tool and select USB. It will wipe the USB Flash Drive clean, download the latest public stable Win10 ISO, and properly make the USB bootable and extract the files to the drive. When the tool is done, you can use that on any PC you need to install or repair Win10 64bit on.

Then boot from the USB from BIOS. Usually power on + spamming the F12 key, then select USB. Once at the Win10 install, select Custom. When at the drive selection screen, click each instance of Drive-0 and select delete on each. Once all are deleted, click NEXT and the OS will properly partition and format your OS Drive.

Before doing this if the system has any other internal drives, disconnect them until after the OS has been installed.

Once OS is installed and reach the Desktop, disable the option that allows Windows to auto install Drivers. This way it does not auto download/install them from Windows Updates, they will be optional.

To get all the latest Drivers, go to the Model webpage for your Laptop, via the brand makers support website. Once drivers you need are downloaded, install them one by one until all are done. A restart of Windows might be required after each installer completes in order to finish that install.
