Locked Out of Account
I got locked out of my account while I was on vacation. I got back and I am still able to play games online fine but my whole friends list has been blocked and my profile says "Тhis аccount has been flаgged as suspicious due to a potential viоlation of the Terms of Sеrvice Аgrеement. As a result, account features will be restrictеd. Lock are permanent, non-negotiable, аnd cаn only be lifted by Еmployee." I have not been at my computer and I didn't access steam while I was away from home. What do I do?

Someone used your PC, or has access to your account.
If the lock was put on because of suspicious activity regarding the Steam Market; then it most likely will not be lifted.

First, change account password and enable 2-step verification; such as using the Steam Mobile Authentication app.

Then contact Steam Support and see what the problem even is with the account.

If you mostly use Steam on just that one PC, then most likely either you've logged into 3rd party fake Steam websites, you shared your login with someone, or you have malicious software on your PC that's stolen and used that information.

Follow these Steps to secure your account before it's to late.
1. Scan for malware https://www.malwarebytes.com/
2. Deauthorize all other devices https://store.steampowered.com/twofactor/manage
3. Change passwords from a clean computer
4. Generate new backup codes for your Mobile App https://store.steampowered.com/twofactor/manage
5. Revoke the API key https://steamcommunity.com/dev/apikey (there should be nothing in the API Key)

how do i contact steam support to see what the problem is
It's not even good English.
Definitely a scam. Someone has access to your account. You need to follow Steams instructions for a compromised account.

make a new steam account
use that to contact support and they will send you verification info from email, sms or other means to let you change the account pass, 2fa and other recovery methods

once you get the account back, print out the one time use login codes
there are about 30, if you are ever locked out you can use them to get back in

and do the same for the recovery account
