If you only have a 300 watt power supply, then you can't use anything greater than a GTX 750 Ti unless you upgrade the power supply as well.

if you plan on upgrading the cpu/board in the future, go for the best gpu you can afford for not and live with the cpu bottleneck
what brand/model power supply?
gtx 970 does not take much power, but a poor psu can kill components
upgrade the cpu to any i5 and compatable board
on the cheap, i5 4460 and b85 about $200
or 4690k and z97 board for overclocking about $250-300
for bottlenecking cpu, first with vsync off, if you turn down graphic settings, aa/af/res and fps does not go up
the cpu is not able to give the gpu enough info to keep up
no imporvement over i5 4690k for $50 more isnt worth it
get a psu before it kills stuff and you need to rebuy the entire pc
a quality 550+w psu is not as much as youd think
