You need at least an Nvidia GeForce GTX 660 for Witcher 3 and a GeForce 9800 GT 1GB for GTA V.
For GTA V you need at least an Intel Core 2 Quad CPU Q6600 @ 2.40GHz. So the i7 930 with 4 cores @ 2.8Ghz will do.
For Witcher 3 you need at least an Intel Core i5-2500K @ 3.3GHz. So the i7 930 with 4 cores @ 2.8Ghz won't do.
and I thought any i7 would be better than any i5, I do not understand these things at all :p
But even if you do get a GTX 970 you still won't be able to play Witcher 3 because your cpu is too slow. It's 2.8Ghz and minimum is 3.3Ghz.

The GTX 660 will only just allow you to play those games while the GTX 970 will play them on high settings at a resolution of 1920x1080p.

if the board is not oem, get a good cooler and it can hit 3.5-4ghz

the 9800gt is a very old gpu
similar to gts250 performance
r9 280 or gtx960 will be much better
for about $500usd with no gpu its not a bad deal
