CSGO ping improvement - Power line adapters?

I've been playing CSGO for quite a while now, and I have to say... High ping is really annoying when playing on really competitive games like CS.

I've been playing through Wi-fi since the early silver ranks, but higher ranked players are really hard to take on with such high pings as I have. The delay and the rubber banding makes it impossible to play. The problem isn't the "speed", but the "consistency".

Why I can't have cable instead of Wi-fi

I have my computer on the 2nd floor of our house, and the Wi-fi router on the 1st floor. I've talked to my parents about getting cables running up to my room, and that seemed ok with them, but here comes the problem...

Here in Sweden, the government has a special project going on about getting glass fibre network for all households. After paying about 2500$ for our share of cables, we would potencially get 10x faster internet, but that would only happen until everyone got their cables finished, which would take 3 months. So for now, we are using the old non-glass fibre network.

Changing the cable network by then wouldn't seem like a good idea, especially when we are talking about 2500$. We can only make new cables safely, after the government is done with putting up cables in our city.

This project started really at the wrong time, because I need my cables fast. I don't want to wait 3 months until I can play again, so I found these things called Power Line Adapters.

The actual question

Power Line Adapters works like a network extender, and refreshes the signals made by the router. Think I would maybe have one of these up on the 2nd floor. I plan to place the adapter in my room, and then run a cable to my computer.

Are they really good for playing CSGO? Do they bring consistent internet?

The thing is.. does your ping improve closer to the router?
If you are joining games that are not in your area or your country you're going to have a high ping no matter what you do due to distance.

run a cat5e-6 cable instead
powerline adapters work but never at their rated speeds
they work best when on the same circuilt breaker in the house
across breakers they will lose performance

routers will work fine across floors
most work fine to around 100ft (30m)
I've been comparing pings on my laptop.
2nd floor gave a value of 50-70.
1st floor in the same room as the router gave a value of 10-20.

I'm using the CSGO server picker, which let's you choose the region in which you want to play in, similiar to Dota. http://csgo.gamebanana.com/tools/5684
The servers I'm playing on are located in the west part of EU, and in Sweden, so distance isn't the problem.

Might have to move my computer downstairs as a temporary solution, but I won't get as much privacy when playing games.
Does anyone on the 1st floor connect to the Modem/Router w/ Ethernet Cable?
If not then might want to try putting the Modem/Router (if possible) on the 2nd floor.
That can in most cases also help improve WiFi coverage for WiFi devices throughout the entire home. Then it would be physically closer to where you could just connect via Ethernet Cable.
try pingbombing your router to test

start -> run/search -> cmd
ipconfig /all
(find your routers ip, will be dns/gateway/dhcp server, most are 192.168.x.1)
ping -t 192.168.x.1

hit ctrl+c to end and get results min/max/avg/loss
What standard, make and model are your Powerline adapters?

How recently was the electrics in your house tested/upgraded?
