If you are joining games that are not in your area or your country you're going to have a high ping no matter what you do due to distance.
run a cat5e-6 cable instead
powerline adapters work but never at their rated speeds
they work best when on the same circuilt breaker in the house
across breakers they will lose performance
routers will work fine across floors
most work fine to around 100ft (30m)
2nd floor gave a value of 50-70.
1st floor in the same room as the router gave a value of 10-20.
I'm using the CSGO server picker, which let's you choose the region in which you want to play in, similiar to Dota. http://csgo.gamebanana.com/tools/5684
The servers I'm playing on are located in the west part of EU, and in Sweden, so distance isn't the problem.
Might have to move my computer downstairs as a temporary solution, but I won't get as much privacy when playing games.
If not then might want to try putting the Modem/Router (if possible) on the 2nd floor.
That can in most cases also help improve WiFi coverage for WiFi devices throughout the entire home. Then it would be physically closer to where you could just connect via Ethernet Cable.
start -> run/search -> cmd

(find your routers ip, will be dns/gateway/dhcp server, most are 192.168.x.1)
ping -t 192.168.x.1
hit ctrl+c to end and get results min/max/avg/loss
