If so, i'd recommend doing a reset, one that formats and erases everything and creates a totally clean install.
If you go to Settings > Update and Security > Recovery.
The top option says Get Started. Choose to Remove everything, then Remove files and clean the drive.
Before doing so though, backup all your data as it'll all be lost. Also you might want to download the Win10 ISO and make a bootable usb in case it goes wrong.
I can't say if it'll help you though, but Wednesday I did an upgrade from 7 -> 10 and it turned out horrible, incompatible software, driver problems, and it had slowed down noticably. Tonight I did the reset and everything was working nicely afterwards. Didn't require the bootable USB for it either.
I know it's not the best solution and it may not even help, but I've never liked "upgrades" like this, too many changes for a system to adapt to, a full reinstall is always better.
If on the other hand you did do a format + install, then forget what I said :)

Funny story i plan on going to get a 970 tomorrow but whats the problem with nvidia and windows 10?
check for voltages on rails 12v+, 5v+, 3.3v+ to rule out voltage fluctuation/instability of power supply unit but this time use hwinfo:

Is there anything else i should do before downloading windows 10 again or am i all set?
testing psu voltages can also be done on other windows OSes aside from windows 10. just be sure to select correct installer for 32bit or 64bit OS.
if voltages on psu rails 12v+, 5v+, 3.3v+ are within normal limits, then other culprit is affecting your poor gameplay under windows 10. reinstalling directx 9c under admin priviliges and restarting computer afterwards may help.

This is after going back to 8.1 but everything is fine,i've been watching a livestream for about 2 hours now and no problems have occured,i'm defintely sure its something with windows 10,but how do you check if you have direct x 9c installed?Just so i know after i update again.

I did option 2 and you seen how that went,but i had to redownload it because the first time didn't work.
check if under BIOS, 12v+ rail is still 14.8v+
if both BIOS and hwinfo or other sensor utility like cpuid hardware monitor, speedfan show 14v+ on rail 12v+ and show 3.2v on rail 5v+, try to contact psu vendor for possible RMA.
i live in the philippines.
i personally trust seasonic psu (expensive, not readily available) and silverstone (more affordable than seasonic in PH, readily available, 3 years distributor warranty, 1 year reseller warranty)
as for which is better, i use windows 10 media creation tool since i have a slow download speed.
if using option 2, check hash of windows iso againsts known hash.
option 1 will always have different hash because of time of download, time of creation of iso (if not creating usb flash installer)
(HashCheckInstall-2.1.11; free and easy to download/install/use)
DO NOT mess with files within "Windows\SoftwareDistribution" unless u truly understand what it is you are doing in there.
