Typically, frame rate issues aren’t caused by network problems. If you have a low frame rate, that’s not the game experiencing lag – that’s your computer failing to keep up with the game. You may need a faster graphics card, more RAM, or a better CPU. Your hard drive may be too slow, causing the game to slow down as it’s forced to read data from your hard drive. You may have too much junk software running in the background, competing for resources. In other words, low FPS is a problem with the game’s performance on your computer. It doesn’t have anything to do with your network connection. Network lag can still occur regardles of what fps you're getting. You could be getting very high fps and the game can still feel laggy. This is all related to distance from the host or a server and how well the host computer/server can deal with gamer's TCP/UDP packets flying in from all over the world in a match that system is hosting.
If poor FPS, that hasn't a thing to do with your Internet. Now if the game is lagging (what is referred to as rubber-band-effect) that is usually poor server connection; to which u should just try other servers.
If poor FPS though, that is related to the game at-hand and your system.
The fps problem:
Make sure that when you are on your laptop that your energy scheme is on performance
Make sure you have the latest graphic driver
Make sure to launch games using the dedicated gpu (like fluffy said)
Make sure your hard drive is okay, could be a slow/bad hard drive.

I always use wired internet so I don't believe that's the issue. Perhaps I'm launching off the wrong gpu. I'm obviously not all that experienced (hence why I have this laptop and not a custom build) so forgive my arrogance, but I should be launching off my GeForce, not my Intel HD Graphics, correct?
However, it has to be done using IE or Firefox. But please; ignore the ads on that site. Just like with SpeedTest.net
Multiple tests is key to gain an average; to see if the ISP Line is your issue here.
If you have high pings and or high jitter results; high jitter on a wired connection will usually indicated a poor ISP outside line, poor connection between main-line and Modem; etc...
Do not rely any results using WiFi; as the Wireless signal overall will impact the results.
many things can interfere with wifi
bluetooth devices, cordless phones, cell phones, wireless mice/keyboards, florescent lights, plasma tvs, microwave ovens, ect..
try usign a cable
on your phone download wifi analizer

and see if that channel range is free
if its occupied log into your router and change its wifi channel to one that is free
