If 1080p resolution = Go with the GTX 970, get a duel fan super-clocked one.
If 1440p resolution = Go with the GTX 980, here it will shine and show it's performance.

Second, the GTX 980 is a killer card. So much, in fact, that unless you need 1440p or you absolutely MUST have ALL the anti-aliasing, it's completely overkill and there's no point.
Don't bother with the $400-500 cards unless you want 1440p resolution or ultra-antialiasing. If you're okay with 1080p Ultra with reasonable anti-aliasing (4x MSAA or more, in most cases), R9 390 will fit in nicely for your purposes.
1080 - 1440p upto 144Hz = GTX 980 or 980 Ti
4K (2160p) 30Hz = 980 Ti
4K (2160p) 60Hz = 980 Ti in 2-way SLI
I can play GTA V 1600p resolution at 60 FPS on very high settings with a single GTX 980 (ASUS DirectCUII)... You know how to optimize settings or just cranking up the AA or using DSR or something?
Remember that super maxed settings is not necessarily something intended for the current gen of graphics cards. It's more future proofing the game.
It's not a rebrand, it's a refresh. There's a huge difference, as a rebrand is more along the lines of R9 280 vs Radeon 7950; a refresh is more like the difference between i7 4770k and i7 4790k.
