Do you have the latest drivers installed for both monitor and the graphics card?
144Hz is designed as a 3D refresh rate, most of the time you don't actually need/use it. High-end gaming monitors will be 144Hz/120Hz. You will find it might auto-toggle to 120Hz for general gaming purposes - this is normal and optimal for V-SYNC, etc.
V-SYNC then can scale 30 FPS, 60 FPS, 120 FPS to match the 120Hz monitor refresh, for example.
G-SYNC if your monitor supports it, will uncap this, if enabled. Syncing the monitor refresh rate to the graphics card varible FPS output.
Updates could be going on while I sleep that reset my preferences but I don't know how to prevent this. I'm using the Windows 10 Pro Insider Preview Build 10162 by the way.
I don't think u understand how refresh works.
As long as those options are still available in-game, then u don't have an issue here.
Then ensure you have your chipset drivers installed (check latest from motherboard website).
64Hz refresh rate is extremely odd, most likely 60Hz. Windows might have installed the generic driver for the display adapter.
Right-click desktop > Screen Resolution > Advance settings
Then click on the monitor tab.
(ensure both monitor and graphics card are labeled there correct while you are at it)
Tick hide modes that the monitor cannot display.
Increase the Screen refresh rate up at high as allowed (120Hz or 144Hz). Apply.
