what brand/model power supply do you have?
it its under 400w, a gtx750ti is the best low power gpu
a quality 450w can run a 200w gpu, gtx 760 or r9 270x
a quality 550w can run any single gpu

The difference between modular and and non modular PSUs is that you can detach unnecessary cables so that they won't take up space inside your computer, and you can attach them again if you need them.
Wattage is nothing to worry about, you wont ever need that much for a 7770, TomsHardware honestly is filled with people know really have no idea what they're talking about.
If I were you I'd go with the XFX power supply and use the extra to buy a beefier graphics card.
Better would be to get 550W XFX PSU and R9 270X or GTX 760 card though.

The hell are you talking about? Minimum for a 760 is 500W. You pulling this out your ass or am I missing something here?
most systems are under 300w without a gpu
3g i7 1155 is 77w, will be around 250w for the system without the gpu
total would be 420w
under what a quality 450w psu can deliver
