8gb of ram is the sweetspot for gaming PCs. 4gb is fine, but 8gb allows more stuff to run in the background and future-proofs your rig better. Try to get 2 sticks of 4gb, not 4x2gb or 1x8gb. This lets you expand to 16gb total later if you ever want to, and the 8gb sticks have SLIGHTLY less performance and you will never need 32gb total from 4x8gb anyways. Try this[www.newegg.com] or a different brand.
For graphics, go with Nvidia. I have gone through multiple cards over the years from both vendors, and Nvidia consistently has much better drivers and better devs. I'm not an Nvidia fanboy (actually on Linux with a Radeon card mining some cryptocurrencies), but for gaming, Nvidia is definitely the way to go. Maybe the GTX 770[www.newegg.com]. Any leftover budget should be dumped into the graphics card.
Don't waste too much money on a Windows license. Try to find a discount or a free deal at a special "somewhere" online.
EDITED: Get a hard drive with your choice of storage capacity. Don't get an SSD; it's a luxury that does not improve actual game performance. That money is better spent elsewhere.
The motherboard is totally your choice, depending on what slots you want for future expansion. It must say LGA 1150 for the processor I recommended (the processor slot and motherboard slot must be the same). Post here again if you have any questions on choosing. Another thing to look for are the number of video card slots (PCI Express slots). Many include multiple, but if you're never going to use dual/triple video cards then you could get a cheaper one with less slots. So filter for the stuff you want, and just get anything with a good rating and reviews.
Get any DVD or Blu-Ray drive.
Next is the case. I have little experience with choosing cases, sorry.
Last is the power supply. 650w should be enough. 750w if you ever plan to get dual graphics cards in the future (they both must be the same card).

with no os, you can get closer to a gtx770 and z97/4690k (released june 2)
I could put a rig together, but I don't have time and the other guys here have done that already.
I have an almost new hp slimline computer, but i don't know if that is worth upgrading.
Also what do you guys think of the GTX 750ti graphics card paired with something like an intel i5-4570
For those wondering i am in the US
The i5-4670k is $40 more than the 4570, but it has the speeds unlocked so you can up the speeds later, instead of having to upgrade. 4.3GHz is a pretty standard overclock for it (compared to the 4570 which is 3.2GHz set in stone). It's a total pain to ever have to upgrade the CPU because usually you have to buy a new motherboard with it. This future-proofs it well.
going to a 760-770+ or r9 270+ would be much better for a gaming machine
if so, what do you guys suggest?

That Kingston RAM is 1.6V, you need 1.5V RAM for Intel CPU build, also 2133 Mhz is pointless and it's CL 11, smalller CL number means faster RAM.
WD Blue is cheaper and better quality HDD then Seagate.
There is currently crazy deal on XFX 550W PSU, no need to buy Corsair that is actually poorer quality then Seasonic manufactured XFX for three times the money.
Here are two builds, GTX 760 if you can afford it or GTX 660. Both are better then GTX 750 Ti.
