Report a translation problem
From my experience, unless it's ransomware you won't even know you've been infected with a virus until its too late. Ransomware will lock out your PC and demand you pay a bribe(which you should never do!) while other forms of Malware are designed to be sneaky. Loud beeps that alert are the last thing they want.
By all means though, run a virus scan if it makes you feel more comfortable. I recommend Malwarebytes
Once you shutdown a PC and it turns off, then turn off the main power switch on your surge protector. Modern PC since around 2012 or so allow USB ports to stay on if you leave the PSU on. To allow device charging and such.
Sleep and hibernation can be turned off if that's the case.
That's what's doing it idk why but search it's a common issue my mouse sometimes goes haywire because of the app polling
If you still have problems then I suggest you maybe get yourself a Desktop Surge Protector that has power switches for each outlet provided in the rear. Then after your PC shuts down properly and turns off, turn it completely 100% off via the surge protector's switch so the PC is never in any power state what-so-ever. Or you can do the same by turning off the rear PSU switch after the PC successfully shuts down and powers off.
Apps or your OS has no bearing on such an issue when the PC is powered off.
Having USB ports still being in a low power state while the PC is off is something you configure within the BIOS/UEFI
smart tvs, often still draw 5-10w so they can 'wake' just by turning on the backlight
and monitors with the g-sync module will draw another 10-15w even when the monitor is in standby mode
cable boxes are the #1 power draw usage devices, as they never turn off at all
its not alot, but adds up if you are not trying to draw any extra power when saving electricity
but yea to force usb ports to power off, enable eup in bios power settings
