Best bet is to replace the GT 730 with something more powerful. I'd recommend the GTX 960. Make sure your PSU is sufficient and you have enough room in your case.
COD isn't too demanding and the Gt 730 will run the game. But don't expect good performance or high FPS. Ideally you want a GTX 750ti or better.
The graphics card is the most important part in a PC when it comes to games. The CPU and RAM are also fairly important. You have a good CPU and plenty of RAM, but you won't get far with that graphics card.
Low end GT 730 would have the 128bit bus and DDR3 memory (this version pretty much sucks and isn't worth the money). The middle one is 64bit with DDR3 and the top-end GT 730 would be the 64bit with GDDR5.
In all honesty, I don't think you'll see much of a performance jump between the middle tier and top tier GT 730, but they make they low tier one look like crap. I put a middle tier one in the daughter's PC and she runs her Track Mania 2 on 1680x1050 with the settings prett much maxed without an issue. Granted the Track Mania game isn't as demanding as Black Ops 2, but with the best GT 730, minimum settings should allow somewhat of an okay playable level.
Minimum requirements listed for Black Ops 2 is an 8800 GT. But running it at 60fps on a minimum GPU, I don't think that would be possible as others have said.
GT 730 is office PC card, complete rubbish for gaming. The 4 Gb VRAM on it is complete joke sales gimmick to make you think you get a good deal, this card is not powerful enough to push even over 1 Gb VRAM use in games. You should swap it to at least GTX 750 Ti, if you want more powerful card then most likely need to swap your power supply for more powerful one since PC bundles like this usually have small power supplies. GTX 750 Ti can run with 300W power supply, 400-450W for GTX 960, 550W for GTX 970.
