I run a 500 w on a gtx 970 run just fine, I did a lot of research on Power Supply I found out you can over kill on Power Supply, one thing they all say get a good QUALITY Power Supply a cheap Power Supply will not cut it.
The total dissipated power of the GTX 970 is 145W on the +12V rail. The 500W power supply requirement is due to the crappy power supplies that can't deliver the power needed on the +12V rail.

with an 3rd/4th/5th gen i3/i5/i7 and 1hdd, 1ssd and much else cx430 or a quality 450w psu
The minimum PSU is all BS; to cover those who have poor PSUs. In which case most poor 500-watt, like a DiabloTek isn't even good enough.
Always use one like 80+ Certified Bronze or Gold from quality brands with good support; and you shouldn't have issues. What you need to worry more about is the overall TDP of the GPU; the Amps that needs, and also the minimum PCIE Power Connection requirements. As you always want to avoid using any power adapters for GPUs.
I would get decent quality 550W PSU though, 750W for running two.
