While the GPU is important, The CPU Counts just as much. Its the CPU that feeds frames to the GPU. If the CPU cant feed frames fast enough to the GPU thats a bottleneck.
Knowing what GPU you have would help though.
Try clearing your browser history/cache and downloading the driver again and Uninstall the driver this time first n see if that works.

And No, I never installed the Dual-Core Optimizer that I am aware. It must have came with Windows. My CPU was preinstalled with my barebones kit I got from CyberPC. Though my CPU isnt a true 8-Core CPU, it is basicly a 4-core with 4 vitual cores....so I hear from many people. But with these performence issues I have been having, I am thinking there must be some programs, drivers, or something that is limiting my PC to its fullest potential.
And I have had Driver Booster from Advanced System Care Ultimate Edition. After my licence ran out i switched to McAfee Total Protection and I am happy with it. Too bad it doesnt come with Driver Booster (or similar) as I thought the software was very conveinent.
I have since sucsessfully uninstalled my Video driver and the Catalyst Suite Porgram and reinstalled. The driver that comes with the Suite is version 14.501. There is a 15.6 BETA driver on AMD's website, I would like to try that driver but apparently I do not know how to properly update it. The suite says that I am up to date, Rapter AMD Gaming Evolved App) says my GPU isnt supported for Automatic Updates, and 3D Mark says my driver isnt supported.
Which is to say, it hasn't been needed since... what?... 2005?
Not sure how you wound up with it installed (or if it's even the same thing), but I would just uninstall it. It may not be what's causing your problems, but I'm certain it isn't necessary, whatever it is.
My anti-virus right now is McAfee Total Protection and i also have Malwarebytes as a 2nd security feature (i was told it is compatable with most ani-virus software and is effective to help get extra things your main software misses). Multiple scans and i have 0 error or problems. Both programs say my computer is healthy. I am debateing if I should uninstall these temperaroly and try and 3rd software to see what it brings back in the scan. Should I and if so What do you all recomend...AVG?
It auto installed with certain games. Uninstall that crap, it was meant for Win2k/XP
If you have Win7 however, please ensure you have the following:
- Service Pack 1 (SP1)

As for ur other issues, unno..
Don't install any crappy Booster apps or Advanced System Care; they can suggest incorrect Drivers or "tweak" things that remove needed files or registry entries; even reset your Chrome browser when u do certain scans. All u really need is CCleaner and Auslogics Registry Cleaner.
It's quite simple to get Drivers so why use Driver Booster; which is useless unless u pay for it.
And CCleaner can be just as dangerous, fyi.
The Dual Core optimizer from AMD was meant for their 64 X2 processors. They had issues with timing that came up during the running of applications.
I had to install the optimizer with my AMD 64 X2 3800+ and 5600+ that I used. Most programs/applications ran fine without it, but some did not.
Painkiller was a game that comes to mind that had issues. The game would either run like it was in fast foward and everything was 2-3x normal speed or it ran in really slow motion.
If you're not using one of these old processors, then uninstall it. It's not needed for what you use. It could be possible the software installed (though not really likely) with a game/program you recently installed. Or maybe you followed a link to the program for some reason and installed when you didn't need to.
