It's using integrated graphics in the A8-7650K about as good as R7 240 graphics card.
To be around as good as or better than a PS4 gaming console for technical stats you'd later need to add in a R7 260X or R7 370 or GTX 960 or better graphics card. Also a GTX 750 ti or a GTX 950 would put it at (GTX 750 ti) or above (GTX 950) the level of a XB1 gaming console but still below the PS4 in technical stats as the PS4 has stronger graphics than the XB1 technically.
at $400 you can buy an office pc like rove suggested, but it will be crap for gaming
if you want something with potential, get an i3 office pc and add a gtx750ti
