Have you tried going into the Nvidia control panel and set the application to decide settings? I had a similar issue but it was AO, AF, and AA that was being forced off by Nvidia. Selecting the application to decide is under 'adjust image settings with preview'. By default, Nvidia has several settings off as the default for some odd reason. It is best to let the game decide anyways.
the game shows 2g of vram, not 4g on the gtx970
the intel hd can allocate upto 2g of ram for its gpu
at 720 everything will have jagged edges on everything becauee the res is so low
At this point I am considering selling my PC and finding a new hobby before I resort to drugs for relief. I can't take it anymore. I can not stop thinking about this, and I have ♥♥♥♥♥♥ away enough hours gazing through the countless waves of inane information online searching for a solution. Games are supposed to be fun, not tormenting.
I am playing at 1080p, and I have tried all possible connections and nvidia control panel combinations. My stomach gets cramps when I run a game now, and I don't want to deal with this anymore. All of my games stutter, and this is not a VRAM issue. Even the bloody flags in Europa are infected.
and the gtx970 will show 4000mb of vram in the games video settings, not 1999mb
That is not my game. I used it as an example of how other people share similar problems to mine. Here is some GTA V stuttering. Keep in mind the video was not captured on my PC.

Try using DSR at 1440p or 1080p rather than AA in game.
The problem was in my head. There will always be aliasing on certain edges at 1080p.
