Extreme flickering jagged edges in all of my games
I am currently being shipped a new RMA gtx 970 by EVGA and am fairly certain that my gpu is not the problem because I see the same poor quality with Intel HD graphics. I experience extreme moving jagged edges all of my games, no matter how high I turn on AA. Tried reinstalling windows, changing settings in Nvidia Control Panel, updating drivers, everything.

It would seem odd for hardware to be the cause of AA not working. A little too specific of an issue, I believe. I would look at software issues. Since you say all of your games are having this issue, it leads me to believe that it is control panel issue.

Have you tried going into the Nvidia control panel and set the application to decide settings? I had a similar issue but it was AO, AF, and AA that was being forced off by Nvidia. Selecting the application to decide is under 'adjust image settings with preview'. By default, Nvidia has several settings off as the default for some odd reason. It is best to let the game decide anyways.

was your monitor plugged into the gpu not the mobo?
the game shows 2g of vram, not 4g on the gtx970
the intel hd can allocate upto 2g of ram for its gpu

at 720 everything will have jagged edges on everything becauee the res is so low

I have switched monitors, cables, and even tried a television set, yet the problem always persisted. My RIG is too good to be performing like this, and when my PS4 playing friend commented on how terrible the aliasing in Ground zeroes(maxxed out) was, I knew that this problem was not a phantom. Every game gives me problems though, including the witcher 3 and GTA V. A very large thread already exists about this issue on EVGA, just trying my luck on steam. https://forums.geforce.com/default/topic/831430/geforce-900-series/pixelated-shadows-texture-popins-gtx-960-970-980-ect-/

At this point I am considering selling my PC and finding a new hobby before I resort to drugs for relief. I can't take it anymore. I can not stop thinking about this, and I have ♥♥♥♥♥♥ away enough hours gazing through the countless waves of inane information online searching for a solution. Games are supposed to be fun, not tormenting.

I am playing at 1080p, and I have tried all possible connections and nvidia control panel combinations. My stomach gets cramps when I run a game now, and I don't want to deal with this anymore. All of my games stutter, and this is not a VRAM issue. Even the bloody flags in Europa are infected.

chage the res in the game to 1920x1080, in the vid its set to 1366x768
and the gtx970 will show 4000mb of vram in the games video settings, not 1999mb

That is not my game. I used it as an example of how other people share similar problems to mine. Here is some GTA V stuttering. Keep in mind the video was not captured on my PC.

I can't say I've seen this on either a 960 or 970 running the game at 1080p.

Try using DSR at 1440p or 1080p rather than AA in game.

The problem was in my head. There will always be aliasing on certain edges at 1080p.
