Also try resetting the CMOS. Depending on the model this means taking the round battery out of its slot on the mobo or there could be a jumper you can find how to so this in the manual/online.
Next shout is the display, if you have more than one monitor test another or with a TV. If you have access to other connection types you could try connecting it via DVI or HDMI or whatever connection you haven't tried and see if that helps at all.
Of course there is always the occasional "I got it to work by taking it out and re seating it" and as a pc builder I cannot stress the importance of this as it is a common mistake even for the pros ;).
You say there are no connectors and I have seen 650s without them but does your power supply have the wattage for this card? 400W should be a minimum for this card I believe.
For now that's all I can think of but it is a few things to try to try and resolve a mo signal issue.
Of course there could be more to it. If the card has periods where it does work then it could be a heat issue causing it to turn off before it burns out bur with a working fan this could mean the unit is not working correctly
Then if u can get as far as Windows, monitor the Temps for CPU/GPU and ensure it's not just overheating and then the display might cut out, system reboots, or the system just hard-locks.
Doesn't matter if the GPU is new, it sure as hell can be the GPU just as much as anything else.
Once in Windows, uninstall GPU Drivers and then reboot when asked, then do a clean GPU Driver install. If you don't understand "Clean Driver Install" ask.
